San Francisco recorded its fifth homicide of the year Monday with the shooting death of a 26-year-old man in the Bayview, but one of the victims included in that tally died from an incident that happened almost 14 years ago. On Oct. 28, 2000, then 20-year-old Carlos Vargas was crippled in a violent shooting on 20th Street between Lexington and San Carlos streets about 12:15 p.m., police Officer Gordon Shyy said.…
